Graduation is making a choice, and it's whenever it gets offered to you. It really depends on when the higher-ups and lower-downs think you might accept. Afterwards really depends on what you picked.

If you can refuse them you count as a win in Heaven's pocket, and you get to go home.

We need representatives from some places more than others, but it's mostly chance. Neither side gets an unfair advantage that way.

Ah, some people wanted to know if they could watch the people transfered away or talk to them in any way. And why people get transferred. Do transfers lose their chance to be given a graduation choice?

Some people would probably like to watch their missing people. Zrael certainly are longing for God.

Being transferred more or less means they don't think you're a good representative. Hell has a lot of other less important TV! There's other shows they can always put you on.
